Content:Performance pay has been implementing in compulsory education schools, it is the specific measures to implement the compulsory education law, but also the important content to deepen institution reform of the income distribution. It fully embodies concern of the CPC central committee and the state council on compulsory teachers. It has the extremely significance on protect and improve compulsory teachers'pay in accordance with law, as well as improve teachers'position and promote education career development. Since January 2009,1th,the performance pay has been implemented in compulsory education schools for two years up till now. Some scholars have discussed teachers'performance pay from the academic point, but it is rare that probe from practice hierarchy to discuss this issue It is very important to know this implementing situation in the central region, for perfecting the performance pay system and promoting its implementation..This paper mainly divided into four parts. The first part, introduces the background of implementing performance pay in compulsory education schools, the process and relevant policy content. And briefly introduce the situation on implementation and promotion of the policy, from the eastern region, west and central regions. The second part, through the questionnaire and interview, present the implementation and advance process of performance pay of compulsory education schools in HuoJia county of Henan. It is mainly include six aspects situations, these are situations on knowing relevant policies of performance pay in the staff, staff wage change, the satisfaction of staff salary change, allocation scheme of performance pay, performance appraisal, and effects on teachers and school after the implementation. The third part, analysis the problem of the education sector and schools'weak policy advocacy in the implement, unscientific policy establishment of the country bureau education and schools, few amount of incentive performance pay and small difference between ranks, less incentive effect, misunderstand of policy in grassroots schools'superior, and the policy consciousness of numerous teachers. The fourth part proposes the countermeasure. These countermeasures consist of five aspects which includes policy mechanism, education departments at the county level, grassroots school, local government and teachers, and which involves the adjustment of the allocation proportion, strengthening the funds as a whole, enhancing the policy advocacy improving grassroots teachers on policy understanding soliciting suggestions, paying attention to the supervision and policy implementation summary, increasing the local finance, creating a virtuous circle intensifying masters consciousness and teachers should pay more attention to policy.In order to execute this policy, local party committees and governments do a lot of work, including put forward implementation opinions and performance appraisal, the performance pay cash implementation work smoothly and made important achievements. It stimulates enthusiasm of the grassroots teachers on education work in some extent. But the process of implement is very complex, we should grasp the status of implement accurately. Through this paper, the author reflects implement status quo so as to make the education circles and the others pay more attention to this question and expects promote that the policy could be implemented better.
