As one kind of personnel training, the public vocational education is the innovation and the development of Chinese universities. In 1980, Tianjin Occupational University organized, this was the first public quality colleges which appeared in mainland China after the founding of the nation, had the epoch-making significance. Through the superiority of its mechanism and the good development opportunity, this kind of colleges is urged to develop amazingly quickly. At the end of 2008, the number of the public vocational college in China surpasses 1200, which accounts for the national university total about 70%. The quality of the enrolled students surpass 13,000,000, which occupies the national university enrolled students more than a half. From 1999 to 2007, the number of Hunan province's vocational colleges has increased from 8 to 62.These colleges are playing an important role of satisfying the people to the higher education demand, the anxiety of alleviation of the higher education's funds, speeding up the higher education popularity rapidly. The appearance of these colleges and the development can meet the social economy development needs in the full affirmation, further satisfy the populace to the higher educational demand and make aspects higher educational popularity of the tremendous contribution. At the same time, it also has many problem.In fact, when looking back at the history of education, we can found that the spending of the education will always be not enough, both in the developing and developed countries. With the people's increasing demand for higher vocational education, the public expenditure on education is increasing difficultly. Because the cost of education is to increase, the cost of education will not be reduced, it would not say that the science and technology well developed, the cost of education will be reduce. If these problems cannot be solved in a best way, the development of colleges will restrict the health and the order of development inevitably.This article tries to analyze the present situation, the educational expenditure situation, the education cost and the benefit of Hunan public vocational education and try to discuss the problems should be solved, the channel of raising funds and the development in the further and start with the change of cost idea, establishing and consummating the management system, enhancement legislative work and the promotion legal system of propaganda, enlarging government's support and then will make every effort to find a coherence way of the solution of the cost share for the Hunan's vocational education to provide some opinions and suggestions for the healthy development of vocational education. There are five chapters in this article elaborate provide and elaborate my opinions and suggestions for the vocational education'healthy development in Hunan province.The first chapter:It mainly elaborates that the public vocational college's educational cost share has gradually become the one of the important research problems in educational area by the development of high education, especially has become the popular problems in the vocational education.The second chapter:This part discusses the structure of the training cost in the line of tertiary public vocational education with the respect of the basic function and resources wastage. And it mainly elaborates the background, present situation and trend of the development of Chinese public vocational education.The third chapter:And it also obtains the common problems of the educational cost share in Hunan province, after comparing with several developed countries and the different regions of China. It obtains that it is not clear who shares the cost, the owner is unique, it is not reasonable in the structure of educational cost share and it is not flawless in the system of the educational cost share by the analysis and research of the present situations of development of Chinese public vocational education especially by the present situations of Hunan's public vocational education.The fourth chapter:I have tried to circle the relevant concept about the training cost and the share's main body of the tertiary vocational education. Mainly through the research and the analysis on the educational cost share, it obtains that the four main reasons of the educational cost share of vocational education:The financial investment had not considered the rise of the education cost, The resources disbursement lacks the reasonable disposition and the active controlment, The inhabitant's ability doesn't match the school expense's level, and the insufficiency of the education cost accounting system.The fifth chapter:It proposes the countermeasures to alleviate the educational cost share of the public vocational education on the basis of several parts of foundations. It suggest that to enlarge the support dynamics; to enhance the constructions on the investment system and the legal laws and regulations; to establish the reasonable charge system and the compensation as the guidance.The last part is the conclusion. It analyzes the question which exists in the cost share of the public vocational education with five parts above. Fundamentally, it also analyzes the present situation of the cost share in the process of the public vocational education'development, and points out several question of the current cost share. As the main share body of the quality education, the student, the government, the enterprise, the quality colleges and the society should undertake certain cost of quality education,and it defers to the corresponding way to carry on the compensation, which will promote the health and stable development of the public vocational education.
