After entering into the new century, a new high school curriculum reform experiment has been carried out gradually through the whole country, as a part of the new curriculum reform of basic education. In order to ensure the new high school curriculum can be implemented smoothly, the governments have been executing all-employee training about the new curriculum to high school teachers. Under the require of policies and the leadership of educational administration departments at different levels, teacher training about new high school curriculum in various regions is underway orderly. It will be helpful to draw lessons from the past, offer better teacher ensurance for the new high school curriculum reform, and advance teacher professional develop-ment in the reform context.On that account, this thesis chooses the implementation of teacher train-ing policies about new high school curriculum as the object of study, adopts document study, questionnaire survey, interview, comparative analysis etc. as research approaches, takes Haerbin as a case, on the basis of further investi-gation on the teacher training work about new high school curriculum in Haerbin, shows the problems of executing the teacher training policies about new high school curriculum, analyzes its causes and gives some corresponding countermeasure proposals.The thesis includes five parts as follows:Introduction, it presents the research background, the related research status in quo at home and abroad, core concepts, the research ideas and approaches.Chapter One, it expounds some theories such as the meaning, purpose,exe-cution mode of teacher training, the challenge from the new high school curri-culum reform to teachers, the theoretical mode and analytic way of policy implementation etc.Chapter Two, on the basis of analyzing the policies about new high school curriculum teacher training and conducting an empirical investigation, it demonstrates the characteristic and existing problems of corresponding tea- cher training policies about new high school curriculum and implementation, and indicates that the root causes creating these problems mainly are as follows, the problems of new curriculum reform itself, unreasonable policy purpose and aim tropism, the deficiency of policy execution mode and teacher training management mode, the issues of executors, and the interest competi-tion among the related persons in the process of implementing the policies.Chapter Three, it gives five proposals on how to solve the problems existing in the teacher training policies about new high school curriculum and implementation, here they are:reasoningly understand and practice the new curriculum reform;adjust policy direction and detail policy aims;perfect policy execution mode, advance teacher training management mode;change the executor's thought, improve the executive capability;choose appropriate training strategies to raise the direction and validity of training, co-ordinate the benefit relations among related persons in policy execution through communication and cooperation to advance the implementation of teacher training policies.Epilogue, it summarizes the main content of the thesis and points out the thesis mainly takes the teacher training policies about new high school curriculum and implementation in Haerbin as a research case, and after analyzes the causes of the found problems, offer some resolving suggestions.
