Education is the foundation of the development of human resources. The key of the development of human resources is education. Actually,rural education, itself is a link of the development of rural human resources,also a link influencing other links profoundly. To carry on the development of rural human resources must arrange entirely,scheme deeply,and start to grasp from the stage of rural education.Heilongjiang province is a big agricultural province. Agriculture is the foundation of all economy in this province. The realization of the modernization of agriculture and rural areas relys on the improvement of the rural population's character,but the development of workers with high characters and talented persons can only depend on education. After the analysis of the present condition of rural education and human resources in Heilongjiang,author thinks,the development step of rural education is faster from the vertical section on Heilongjiag, although Heilongjiang province obtained certain result in the development of rural education and rural human resources,there still existed some problems,for instance,low characters of rural population,rural population mainly concentrating on the first industry, the undevelopment of rural human resources, seriously restricting the development of rural human resources in Heilongjiang province. Form the cross section, various regions has obvious difference. The development idea of education is better, the chance and range by enduced is higher for the good ecnomic condition on rural rengion, to promoted regions economic development. On the contrary, the chance by enduced is lower, the development idea of education is backward, this is passive or rural human resource, and restricts the economic development of this area. Through the analysis of the problems in rural education and rural human resources and reviewing in Heilongjiang, make use of the projection pursuit classification model to carry on a comprehensive evaluation on the county and city in Heilongjiang,which can provide decisive basis to further improve the educational level of every area in Heilongjiang province; Put forward changing the thought of rural education,strengthen the government supporting power,actively improve the condition of rural education,build up and perfect the rural educational system and management system,deeply carry ou"tthree teaching orchestration",combine agriculture, science and teaching together, set up the development system of rural human resources, actively promote the reformation of rural education course,establishing system for work- study of rural occupation education of the development of rural human resources.
