The problems of agriculture, rural areas and farmer are very significant as regard to open and reform and modernization construction. The 16th National Congress of the CPC defined the objective of"building a well-off society in an all-round way"in the new period. Agriculture, rural area and farmer are the keys to achieve to the goal. Premier Wenjiabao emphasized that agriculture, rural area and farmer are the core of our whole tasks. How to settle them is a heavy task presented before China.The present thesis consists of five chapters. Chapter one briefly introduces the problems of agriculture, rural area and farmer. Based on the problems of agriculture, rural areas and farmer, Chapter two puts forward to the problems of agriculture vocational education and analyses their reason. Chapter three introduces naitional and foreign theories about rural VTE. Chapter four dedicates in the discussion of the important role of agriculture vocational education. They are to further agriculture science and technology, to push forward urbanization, to transfer surplus labor force and to develop rural human resource so as to raise the income of farmer and to improve farmers'quality and so on. There are some countermeasures and operative proposals through learning from the foreign experience and our national actuality in the fifth chapter.After systematic analysis of the present situation of rural VTE from solving three agri-problems perspective and on the basis of enormous statistic data and original staff, the author has discovered some questions about rural VTE and analyzed its reasons so as to find measures.
