Some students are regarded as underachievers in the practice of education who are of normal intellect and learning ability but whose marks in tests are below average or minimum standards for long. To solve the problem of underachievers needs analysis in terms of educational evaluation because the main reason why they are regarded as underachievers is that their marks are below average or minimum standards.The evaluation in the practice of education is mostly directed at students'academic records in our country. Educational evaluation passes as a kind of activity which aims to make sure to what extent the results of curriculum and teaching conform to objectives, that is, target-oriented educational evaluation. This kind of evaluation, which is based on some philosophical thought, such as positivism, presupposition, subjectivity and objectivity, attaches importance to students'instrumental values instead of their intrinsic values, sets great store by common values instead of multiple values, and is lack of rationality.According to the irrational value standard, target-oriented educational evaluation separates students, and makes some students underachievers.The fundamental value of educational evaluation is to promote the development of students, that is, to be responsible for every student's development and give attention to both integrated development and individualized development. So evaluation should attach importance to students'intrinsic values, and stop separating students, picking out elites or making some students underachievers. And the objective that students must achieve is possessing the common and elementary qualities which every citizen should have. Moreover, there must be some opportunities for students to realize their individualized developments.One of the methods to solve the problem of underachievers is transforming target-oriented educational evaluation into the educational evaluation that can promote the development of students, which requires changing in thought and conduct. Changing in thought means attaching importance to students'intrinsic values instead of their instrumental values, and following pluralism instead of following common values only. Changing in conduct means setting rational evaluation standards, carrying out evaluation in reasonable methods, and avoiding overmuch criticism and punishment etc.
