In order to comply with the international basic educational curriculum reform trends, to meet the development needs of modern society, since 1996, China begins the eighth basic educational curriculum reform. It emphasizes the "three-level curriculum" management system and puts forward idea of practicing the school-based teaching materials. This provides a new opportunity and platform for the development of Chinese teaching materials. At the same time, with a series of protocols and standards issued, the requirements of Chinese teaching materials achieve a whole new realm. Chinese unified teaching materials can no longer meet the needs of modern education, so Chinese school-based teaching materials appear in time.On the basis of domestic and international look, this paper starts from the practical status of Chinese school-based teaching materials. It explores the more reasonable and effective strategies on the compilation and application of Chinese school-based teaching materials to promote student's personality development, teacher's professional growth and school's characteristic formation. Thus it can meet the overall goals of the Chinese new round of basic education curriculum reform, "for each student's development, for the Chinese nation rejuvenation".This study is composed of five major parts:The first part "preface" is divided into three sections. Section one states the reasons of choosing Chinese school-based teaching materials as investigative objectives from some aspects about practical assumptions on school-based curriculum and school-based teaching materials, the current situations of Chinese teaching materials, present research conditions of Chinese school-based teaching materials, and so on. Section two states the ideas and methods of conducting specific research. And section three defines two main concepts, including Chinese teaching materials and Chinese school-based teaching materials.The second part explores the practical background of Chinese school-based teaching materials, dividing into three sections. With the international look, section one examples the practice of Chinese teaching materials in the United States, Britain, Japan, Hong Kong, Taiwan and other countries and regions, analyzes the advantages and disadvantages of Chinese unified teaching materials, compares with Chinese school-based teaching materials, as well as re-emphasizes the understanding of Chinese school-based teaching materials in the context of New Curriculum Reform. Combing with the background requirements about international and domestic curriculum reform, section three states the premise and preparation of Chinese school-based teaching materials.The third part implements current situations to state the present practical conditions of Chinese school-based teaching materials objectively, from the gratifying situations and inadequacies, concerning on educational policy, guiding ideology, conception, compilation, teaching application, curriculum resources, practical evaluation and other aspects, for the fourth part of the strategies to lay a foundation.After above three parts of the statements and analysis, the fourth part bases on the New Curriculum Reform, learns the advance experience from other countries and regions as well as combines with China's own national conditions. Then it divides into three sections to state the related strategies from the compilation and application. Section one clears the principles of compilation and application about Chinese school-based teaching materials. Section two further introduces the methods of compilation and application. It highlights the three dimensional construction of "form-content-evaluation", as well as the instructional design of situational teaching under the teaching beliefs of Constructivism and the instructional design of innovative teaching under the Synergetic Theory. And in section three, it uses "Canal's Cultural"(primary school, focus on compilation) and "Nan Kong's Cultural"(middle school, highlight application), two teaching practical cases to illustrate specifically. The last "conclusion" part summarizes the whole paper, points out the success and failure of this study, as well as looks forward to the future. And constantly updated curriculum reform makes the research of Chinese school-based teaching materials go on continually, with a view to promote Chinese education for further development.
