With more emphases are put on the theory and practice of human resources, performance management as a procedure of this field is getting to be widely accepted. More and more enterprises, government branches and institutions are exploring an effective way of performance management. Meanwhile, Gansu Health School is continuously growing and developing these years, more external employees are needed, and many imperfections in performance management are of great significance.The paper does research on the performance management of external employees of Gansu Health School, involving the problems in establishment and implement of scientific assessment system, upon which an improved system is promoted.At the very beginning, based on the theory of human resources management, the writer gives a detail description of current situation and development of this field in Gansu Health School. Then, the writer decomposes the management of external teachers, lab assistants and head teachers according to the theory of key performance indicator method. Judging from the strategic target of overall development, concentrating on the main factors on performance management of different departments and integrating specific position, the writer redesigns a new key performance indicator on individual level, so that it can reflect each employee's work achievement. From that, managers can build an integral appraisal system and corresponding appraisal method in three dimensions: work achievement, capability and attitude.Furthermore, five steps of performance management are, on the basis of above experiment, supplied for Gansu Health School; they are performance plans, performance implementation, performance communication, performance reflections and performance evaluation.In the end, the writer gives a measurement of the redesigned performance management system.
