| Since the reform and opening up, with the country’s economic takeoff, the cause of China’s education, especially compulsory education has been rapid development. At the end of2000, China has basically popularizing nine-year compulsory education and eliminate illiteracy among young and middle-aged adults. It made a tremendous contribution for the progress of human civilization, and won a wide reputation in the international. However, there are still some contradictions and difficulties that can not be ignored in the field of Compulsory Education in China. Especially since the beginning of the new century, the compulsory education unfair arguments frequently appear in all kinds of news, newspapers, and magazines. Compulsory education in non-balanced development is towards the center of social life by the edge of the social life. How to take measures to speed up the China Compulsory national social concern in the field of development is increasingly becoming a hot issue.Zhengzhou is the capital city of Henan Province.Guancheng District as a gathering place for minorities in Zhengzhou, it’s development of compulsory education has certain typical and representative. Currently the compulsory education enrollment opportunities in Guancheng can basically achieve fairness, but the obvious gap exists in the allocation of resources. This has led to a high degree of social and organizational attention.I accordingly commenced a study. This paper use the theory of educational equality and the information obtained by the field survey, empirical analysis of the problems existing in Guancheng balanced development of compulsory education. Analysis the impact of regional economic development level, the building of the legal system, education finance, and social policy on the balanced development of compulsory education in Guancheng. Finally,on the basis of field surveys and research, proposed countermeasures to promote the balanced development of compulsory in Guancheng. |
