The Research Of Grass-roots Governance Model In ShenZhen

"Community" is the basis and starting point at the grass-roots level of govemance.This study reviews and sums up the practical experience and theories in China's governance models in urban grass-roots communities,combines them with the materials and literatures of major types of grass-roots governance at home and abroad,makes a deep analysis of Shenzhen model of grass-roots governance process and innovation,pointing out that against the background of "building a harmonious society",the coordination and balance of factors in community governance should be fully taken into account in the development of grass-roots governance model of Shenzhen.The basic types of the grass-roots governance model in Shenzhen at this stage include: Residents participation;Real estate management-oriented;and administration-dominating.In the grass-roots governance practice in Shenzhen,three representative models could be summed up:Yantian mode,which is changing the residents' traditional ideas of state--society relations,that is a change from government-dependence to the self-governance;Nanshan mode,It established a "two-way interactive,multi-administration" pattern;Longgang mode, the "big Integrated Management System ",a new comprehensive system of "three-in-one" including governance,management,multi-service.These grass-roots governance practices of Shenzhen brought us the theoretical breakthroughs of the communities governance factors by "Second to Three",that is,to the original two factors of "Government" and "social",the new factor "community service organizations" is added.For building a harmonious society,building a harmonious community is the ultimate goal of the grass-roots govemance,an inevitable trend of development of Shenzhen model of grass-roots governance is therefore taking into account the coordination and balance of factors in community governance:the guiding and coordination by the government at the macro level; the introduction of democratic decision-making and self-governance by society at the micro level;and the communication and balance by community service between the two organizations of the upper and lower.The interaction of these three factors will bring about the harmonious development of the grass-roots community.
