Research On Residents' Self-governance Approach To City Community Grass-roots Democracy Development

Community is the inevitable result of economic and social development and its position in social management is gradually strengthened. As to the increasing speed of urbanization, the Party and the government have gradually realized that political democratization is the most important issue of the social construction and development. City community grass-roots democracy gradually becomes the strategic field of democratic construction and the community democracy becomes a new growing point. City community residents self-governance is not only the high-level form of community grass-roots democracy, also is the core and ultimate objective of community construction.However, due to long-term under the planned economy system influence, cities adopted the managing mode of units system. The city community construction is facing a good many problems that are difficult to avoid, which have became a bottleneck to further development of the city community self-governance. Thus, promoting the development of city community grass-roots democracy and perfecting community residents self-governance is a major issue.Firstly, starting city community self-governance basis theory, the paper analyzed governance theory, good governance theory and democratic autonomy theory.Secondly, the paper analyzed the rise and evolution of city community grass-roots democracy, which includes the background and the history of it. Then the author focuses on the analysis of the existing practice mode of city community grass-roots democracy.Again, the paper analyzed the problems and reasons of city community grass-roots democracy at present. It will study the problems existing in the city community grass-roots democracy from three aspects:participation mechanism problems, operation mechanism problems and management mechanism problems. The author will analyze the reasons that cause these problems.The final part is the idea of city community residents' self-governance gradual development. The author tried to explore the development mode according with the situation of our country suitable that is the cooperation model of combining the government's guidance with the community's self-governance. In this part, the author put forward three main aspects to promote city community residents self-governance gradual development, which is playing government guiding role, fostering community autonomy organization and expanding the community's participation.
