Governance Under The Perspective Of Study On The Relationship Between The Grass-roots Government And The Community In Our Country

Since reform and opening up,the status of urban community in China and its importance is growing. Urban grass-roots government and community relations is the fundamental issue to influence construction and development for community. Whether this relations coordinating or not, will concern the success or failure of urban community management directly. In order to straighten out the relations between the grass-roots government and the community, We must put the governance concept as a guide to build a proper, reasonable relations.In this paper, through putting to straighten out the relations between the grass-roots government and community as the main line, and on basis of combing the government and community relationship history since reform and opening up, it put the experience from the Rueidong Community of Nanning Street in QiLin District as a case analysis, and the governance theory as a guide to redefine the corresponding role of autonomy construction which the grass-roots government and community should assume respectively.Thus it reached the conclusion that the relations between government management function and community autonomy function are sharing out the work and helping one another, complementary and good interactionThis paper falls into six parts, the first part is introduction. It focuses on the background and research significance, status, methods and analysis of ideas. The second part describes the related concepts and theories and put them as a basis of analyzing government and community relations the briefly. The third part generalizes the evolution about the relations between our country government and community, summarizes the results subsequently.At the fourth part,on the basis of combing evolution of the grass-roots government and community relations, it analyses the current problems of having to resolve in our country’s grass-roots government and community relations necessarily. The fifth part, by making the case analysis about the experiences from the Ruidong Community of Nanning Street in QiLin District,it investigates and reaches the conclusion eventually, and proposes the countermeasures to construct new relations between grass-roots government and the community.
