For the time being, Chinese higher teacher education has experienced the developing course from scratch, from the small section of the many twists. Since a hundred year ago, although the Chinese Higher Teacher Education traversed the flexural load of imitating Japan, copying the United States, and reproducing the Soviet, paid a high price for the "leftist" interference and the devastation and destruction of "Cultural Revolution" after the founding of the PRC, it has accumulated rich experience including both positive and negative ones in these processes, and formed its own traditions and characteristics, becoming more and more sophisticated. Not only played an important role in education, but also trained a large number of revolutionaries, the Chinese Higher Teacher Education has made tremendous contributions to the rise of the Chinese nation. After the Third Plenary Session of the Eleventh Party, the educational sector restored things to order rapidly, entered a stage of exploring comprehensively and deepening the reformation ,and opened up broad prospects for China's higher teacher education development and reformation, and accumulate a number of extremely valuable experience.Higher education teachers systems are that the government put a certain period of higher teacher education into stereotyping in the form of regulations and other provisions of law. It reflects a philosophy of higher teacher education and the will of the Government during a certain period. Since the founding of new China put free tuition fees system into practice. Until 1996 after the merger with University Admissions, and gradually opened up a period of charging for the teacher education, out of their own needs for benefits, the phenomenon of Arbitrary collection of fees about education came into being, and caused serious social implications. Even some students with good academic performance were refused by the college, and become a malignancy of restricting the development of Chinese Higher Teacher Education. In 2007 some of the high country in the implementation of Teachers Colleges Teachers Health free system, which has aroused widespread concern in the community. Academic circles's research about the tuition fees of higher teacher education system has gradually deepened.This paper adopts the methods of the combining of normative and empirical analysis, historical analysis and the status quo inspecting, the international comparison and analysis of the national conditions, expounded from three aspects that the transmutation, the problem analysis and the contemporary inspiration of the fees of Chinese Higher Teacher Education since the founding of our country. Through the ancient and modern, Chinese and foreign crisscrossing analysis and research on Chinese Higher Teacher Education, learning from the lessons and experiences in the process of its development, combining with China's specific national conditions, we should point out problems and deficiencies in our country since the founding of the division of China's high education fees system, learn from the lessons, provide countermeasures and suggestions for improving our Higher Education Tuition.
