The rationality of the tuition and fees of higher education in our country is a key point, which is related with the expansion of the revolution in the system about the tuition and fees of higher education, with the improvement of the university's autonomy right, even with the development of the higher education Market. Meanwhile, the rationality of the tuition and fees of higher education in our country is a must part which completes the function of our government, protects the social equity and stability.The research of the rationality of the tuition and fees of higher education in our country can help to go though the bottleneck encountered in the development of higher education in our country, and to figure out the relationship between the theory development and practical revolution. By the research and solution of the rationality of the tuition and fees of higher education, the dynamics needed by the development of higher education can be supplied in terms of proposals and points of view.The dissertation has two clues. On one hand, one clue focus on the theories starts from the ground of the tuition and fees of higher education, steps into the discussion of the academic basis as well as axioms and properties and concludes at the main debate about the price mechanism, with the prerequisite conditions of the establishment of price changes model included. Moreover, it works as a ground helps to improve the research of the rationality of the tuition and fees of higher education into the discussion of the respect interests and behaviors of the three parts participating in the higher education activities, whose names are government, high schools and college students.On the other hand, the other clue focus on the real conditions puts the research in the situation of the higher educational development, analyses the each mere difficulties faced by the three parts participating in the higher education activities separately, and then makes the rationality evaluation regards to government, high schools and college students individually.Finally, considering the interests of three participating parts comprehensively, the dissertation reaches the evaluation conclusion of the rationality of the tuition and fees of higher education in our country. At the stake of the social and economical revolution of our country, the dissertation end up with some proposals and points of view, including the inspirations about how to expand the revolution of the tuition and fees system and the advices on how to carry out the similar research in further step.The dissertation takes the literature research as the main approach. It explores the related theories and authorial research reports by the data analysis, comparative analysis and qualitative analysis, assistant with the interview materials made by the author independently, consequently reached to the conclusion.The conclusion presents the following results: The rationality of the tuition and fees of higher education rely on the game situation of the three parts, those are government, high schools and college students, in the price formation mechanism. At the present, the he tuition and fees system of our country is rational in terms of the academic logic and effective in some fields of practices, but the tuition and fees system of our country is unreasonable in some parts, especially the price level of tuition and fees owing to problems, such as the unsolved weak points during in the practice of higher education cost-sharing theory, the lack of government functions, the alienation of the university's autonomy right and the shortage of the education opportunities for the college students from low-income families.The last but not the least, to achieve and maintain the rationality of the tuition and fees of higher education does not only require the solution of the incomplete information conditions in the game situation of the three parts and the point of balance, but require the development and dialectical perspective used to consider the each stage of government, high schools and college students as well. Furthermore, under the premise of public welfare attribute of education, the reasonable proposals and the developments guidance about the tuition and fees system as well as higher education can be raised.
