The problem of education fee is the essential tropic of education and economic research. The higher education norm fee has particular important influence due to the specially research value. The new reform of higher education fee system has appeal the theory development. This article based on the reform and discussed of higher education fee, apply the literature research, history research and international contrast method in research. This research explores the change trace of norm education in history in the longitudinal study. Next, the research continued to explore the experience from international teacher education system. With the synthesis aspect to find the problems of the higher education norm fee system. In order to perfect the higher education norm system, the research make effort to find out the nature of the problems.This article is divided into five parts.The first part, Introduction to. This study describes the meaning of purpose of the study, core concepts, research methods, basic ideas, an overview of the existing domestic and foreign-related research.The second part of teacher education in our country of higher tuition fees and changes in the evolution of the system characteristics.
