The Research On The Anticipating Targets And Matching Deviations Of Universities' Logistics Reforms In China

As an important component of higher education reform, logistics reform of universities is a conscious and purposeful behavior. Anticipating target of the reform penetrates the whole Reform Progress. The deviations of anticipating targets in universities' logistics reforms mean that the designed reform targets are unfinished within the process of their being carried out, and there are great differences between the reform and expectation. The deviations of targets can be divided into the positive deviation and the negative one. In order to maximum reduce the deviations of anticipating targets in the practice of reform, and to promote the realization of the reform' targets, anticipating targets and its realization of logistics reform in universities in new China were studied. According to the literature analysis,historical and other methodologies, learn from reference study of the policy, public policy and education policy.There are six logistics reforms in universities in China since establishment. However, the anticipating targets are almost deviating and unfinished in the six reforms. The main reasons of the deviations of anticipating targets in university logistics reforms within their being carried out as follows, the character of logistics reform, the science of anticipating targets , the implementation of universities' logistics reform, the lack and distortion evaluation of reform and so on, which affected the achieving of anticipating targets.The status of logistics reform cannot be optimistic in our universities' logistic reform, but we should hold positive and rational attitude, and insist on the direction of reform also. The strategies to deal with the deviations for the universities' logistics reform as followed. First, to set up the legitimate decision-making mechanism of logistics reform in universities; Second, to draft the scientific targets of logistics reform in universities; Third, to carry out the reasonable implementation plan of logistics reform in universities; Fourth, to increase the propaganda of logistics reform in universities; Fifth, to improve the targets of implementation of security system of logistics reform in universities; Sixth, to complete evaluation system of universities' logistics.
