University Logistics Policy Research

With the rapid development of higher education in China, the traditional logistics of colleges and universities becomes a bottleneck . In 1985, Central Government on Reform of Education of the Communist Party of China determined that the direction of university's logistic services reform of our country is socialization。This policy has pointed out the direction for the reform of university logistics.Up to now, the socialization reform of university's logistics of our country has already expercienced more than 20 years. The socialization of logistics has gone through exploring period and, developing course. It promotes tthe great transition of he mode of university.and lightens university's burden. The socialization reform enable the university to concentrate energy on stressing teaching, improving the quality of education and efficiency in university and college management. Although the socialization of university's logistics has made great achievements, relative to other departments, the reform of university logistics remains and lags behind and a lot of questions have still existed to demand perfection urgently. In view of this, I choose the socialization of university's logistics as my thesis .I make every effort to use the analytical method of the policy to analyze university's reform, explore the effective way that deepens reform of university logistics.Firstly,this paper sums up the basic intension , basic content and theoretical foundation of logistics socialization of the university ,then it makes a comparative analysis of the policy during the course of university's logistics socialization. The author use the relevant theories of Institutional Economics to analyse the traditional logistic system.The aim is to analyse the function deficiency of traditional logistic system from the perspective and angle of institutional environment and arrangement .In the management of university's logistics, we should learn from foreign successful methods actively , so the author has made a comparative analysis of Chinese and foreign university's logistic management system.Then the paper analyses the existing problems and its reason of the policy of university's logistics socialization . At present, relevant policies of deepening the socialization reform of university's logistics are lacked.There are not complete policies and laws in the logistics socialization .The ultimate goal of logistic reform can not berealized.This paper introduces the behavior of the policy deficiency and then analyses the profound reason in mechanism and interests. Policy implementation is a complicated social activity . During the course of policy implementation ,the validity of policy will be affected and produce deviation .So there are many problems in the implementation of university logistics socialization, the policy carries out deviation .The paper analyzes the behavior of the deviation and reason produced . Finally, the author put forward some suggestions on the university's logistic services reform of our country: to widen the policy function, to strengthen the institutional construction, to find out the effective way of deepening the reform of university logistics, to promote the policy and implementation ability .
