Farmer is mainstay and essential human resources who will realize our country's rural urbanization, and, theirs technological level, cultural level, the ideas and awareness have a direct bearing on their status entering towns and cities to adapt to the life and work, affect their public process, eventually affect the promotion of the urbanization process. The majority of rural areas in our country, because of social and economic development constraints, as well as the shackles of traditional thinking, the majority of farmers do not have more access to education and learning opportunities, have not received the formal system of modern agricultural education and skills training, so they have low quality of education and science and technology, and have poor capacity to understand and master knowledge of modern science and technology. These negative factors would not only restrict the development of their own farmers, but also constraints in agriculture, rural modernization and implementation of the development of urbanization. Therefore, the strengthening of the peasant culture and education and skills training and it will foster their awareness and ability of modern and strengthen their legal awareness and concepts, not only are the fanners and improve their own development needs, but also to implement "people-oriented" concept of scientific development of the inherent requirement .What's more, it is the practical requirements to speed up the implementation of rural modernization and promote urbanization constructions.In this paper, the theory in adult education, lifelong learning theory as the theoretical foundation, combined with education, sociology, psychology and other disciplines related to theoretical research. Thesis Fanner first detailed analysis of implementation in advance and the process of rural urbanization has played a huge role in the start, the basic population for the present stage the capacity of low quality and the reality of demonstration to enhance the development of adult education in rural areas and the necessity and urgency of reform sexual. In addition, 10 key cities and towns in Henan Province of the county's adult education administrators and teachers are targeted for the development of adult education in rural areas, the existence of the process carried out as well as questions the effectiveness of empirical investigation, the system analyzes the problems of the root causes. Finally, the thesis of adult education for rural development of the actual situation, the adult education reform in rural areas should insist on "people-oriented" concept of scientific development as the guiding principle, and the reform of thought and action to recognize two aspects of the reform and development of specific strategies.
