| Primary and secondary teacher certification system is the basic security system of overall quality of a national basic education, and its importance is out of doubt. A scientific and complete primary and secondary school teachers’ qualification certification system not only can guarantee the quality of teachers, but also can improve the level of the whole country elementary and middle schools education and students’ quality, and also has the profound significance to the development of the society as a whole.However, there are huge differences between China’s teacher certification system and the American’s. And teachers education in American developed very well compared to other countries in the world, it cannot win such a success without the superiority of the teacher qualification system. But because Chinese primary and secondary teacher certification system has a short history,our teacher certification has a long way to go.and there are many urgent problems to be solved.Therefore, this paper is going to make a comparison of the identification of teacher’s qualification system between Sino US from.The comparison includs the following aspects:the person who is qualified to be certified,the procedure to be qualified and the exam to be taken and so on.And after a deeply comparison i made such conclusions :The standard of certification in American is more directional and better;the organizations are diversification and specialized;the procedure to choose the teacher is more effective;the examination to be taken by the applicant is better in test one’s real ability. All the purposes to make a comparison are in order to learn American’s excellent experience.And we can adopt the valuable experience based on the actual situation in our country and the specific conditions of teacher education. I want to put forward some meaningful suggestions students of normal colleges and universities, to improve the quality of the potential teachers’. The government must improve the academic standard,because the teachers bear the responsibility for educating the next generation, the government must improve the teachers’ degree, improve the minimum standard of education of teachers from college to undergraduate course. The government must improve the education standards according to the area of education situation. The government must improve the appraisal of the applicant education teaching ability. The government must Improve teachers’ moral quality, and must change the consistent evaluation way, to take an survey on the relationship between the applicant and family members and colleagues and the positiveness of taking part in social service activities. The universities must change the practice mechanism.The normal college and the intership schools should strengthen the contact to assess the behaviors and make the interhip really improve the impliants’ ablities. The government must reform the teachers qualification institutions in our country. The institution is controlled by a single government department. The government must authorize the third party organizations to make the whole certification process much more fair and objective. to the country, promoting a better development of our teacher certification system.
