In the research areas of primary and secondary schools, there are two prominent problems, i.e. teachers' non-cooperation and passive implementation. The causes of the two problems, in the deep level, lie in the hierarchy system in which positions and obligations take shape of each individual teacher's isolation and solitude; obligations corresponding to the hierarchy system have set obstacles for teachers to take part in research and teaching work. Mosaic is an architecture material, and its physical characteristics symbolize individuals' isolation and solitude, with all the individuals having their respective responsibilities which are achieved by the completion of assignment. The physical characteristics of 'mosaic' and its metaphorical sense coincide with the appearance and roots of the above two problems, thus the so-called 'mosaic' educational research was named.This thesis sets to solve the 'mosaic' educational research problems, and, to solve them, we need to count on the establishment of an educational research community. The school educational research community was defined as a consistent operation within the primary and secondary schools in which principal and the teachers work as the main body. And they need to always form a common vision, cooperate in the educational research activities and share the leadership in decision making as to transform teachers' isolation in their educational research activities, and finally realize the top down interaction management. One essence of this community is the transformation of the individual T coming together for 'we', and more concretely, the transformation developed in the common vision formation and in the own pace of the educational research activities. Another essence of this community is the integration of 'one-way communication', compared with the previous, in stead of being followers, teacher will participate in leadership and decision-making.The necessity of establishing school educational research community lies in two sides: one is to transfer non-cooperation to co-operation; the other is to transfer the top-down mode to interaction. Under current conditions, the establishment of school educational community is feasible. It is consistent with the development of education concept and is adapt to school reformation, and it will enhance teachers' professional capacity. In the community, teachers' participation could be guaranteed. Within schools, the economic and technical conditions will be competent.The main body of the school educational research community comprises participant, coordinator and supervisor. The community includes three elements: the first one is the process of forming the common vision; the second one is the teachers' cooperation and exchanges, and the third one is joint leadership and decision making. These three elements are interdependent with a mutual influence on one another. They are realized by a series of activities: compositing teacher groups, building communication platform, organizing the activities, and exchanging and receiving feedback information.During the operation of school educational research community, there are possible difficulties arising from the following aspects: one is the traditional perception for leadership which borders the principal's perception as to how much he wants to take control. The other is to what extent teachers are taking part in leadership and decision-making, probably handicapped by their traditional view toward leadership and decision-making and their assessment of the risks in such activities. Tentative solutions from the following three prospective, Firstly, within the school, a sound interpersonal system is expected, including the selection of open-minded leaders and the formation of a powerful teaching force. Secondly, to extend further, we need to keep an eye on some related strategies and institutional regulations and should not ignore possible economic and resource support. Finally, within the community, members should unceasingly probe into the nature of such a community, and related assessment mechanism should be established.
