Empirical Study On Government’s Sports Public Service Capacity At The County (City) Level In Economically Developed Areas

Sports public service capacity is directly related to the quality of the serviceprovided and ultimately affects the degree of residents’ satisfaction with the sportspublic service they need. Government’s sports public service capacity refers to theextent to which all the sports public service can be provided by the government withinits reach. And the economically developed areas have an edge to show greater capacityand potential in providing sports public service, setting a good example for otherregions. Since the city Zhang Jiagang shares the basic features of the economicallydeveloped areas and presents a model in providing sports public service, based on anempirical research of Zhang Jiagang it is feasible to reflect government’s sports publicservice capacity in economically developed areas, to get a general picture of the presentsports public service, to analyze the possible influencing factors and propose availablemeasures to promote the sports public service capacity.The present thesis, adopting the methods of literature consultation, interview andcase analysis, takes the city Zhang Jiagang as an example to analyze government’ssports public service capacity in economically developed areas at the county (city) levelfrom three perspectives: sports public service supply capacity, the obtainment andincrement of sports public service funds, and sports administrative department’s publicmanagement ability.Sports public service supply capacity is mainly manifested in four aspects: sportsfacilities, social sports instructors, sports organizations and sports information supply.The average area of sports facilities in Zhang Jiagang has achieved the level of3.4square meters per capita. Every ten thousand people are served by45social sports instructors. The internal structure of the sports organization is relatively comprehensiveand the publicity of sports information tends to be diversified. Sports funds generallycome from the governmental fiscal appropriation, social sponsorship and socialcontribution. And Zhang Jiagang’s sports public service funds mainly stem from thefiscal appropriation at the grassroots level, the public welfare fund of Chinese sportslottery, and the social sponsorship. To be specific, the fiscal appropriation is the mainsource, and60%of the public welfare fund of Chinese sports lottery is invested in thesports public service while the deficiency in attracting social sponsorship exists as adisadvantage. Sports administrative ability is primarily reflected in organization anddepartment functions in addition to the management and appraisal system. The sportsbureau in Zhang Jiagang has a relatively comprehensive internal organization withaccurate department functions, proficient management and appraisal system. However,in terms of the culture and sports center in each town or community, the internalinstitutions are comparatively inadequate and the department responsibility remainsunclear.Government sports public service capacity at the county (city) level in theeconomically developed areas is chiefly influenced by factors of supply mechanism,administrative system, fiscal system as well as physic-geographical environment, Localeconomic strength system, mentality factors. The measures that can be adopted topromote government’s sports public service capacity at the county (city) level include toimprove sports public service supply capacity, to perfect the policy system and set upcorresponding service standards, to get a clear idea of the government’s functions andimprove the public managing efficiency of the sports administrative department, toperfect the public sports fiscal system and elevate the level of sports public servicesupply ability, to enlarge sports public service fund raising and have a reasonable funddistribution,...
