Research On The Construction Of Basic Education Service Capacity In Ningbo

The basic education public service is a basic function of the local government.Its service ability is an important part of the service-oriented government capacity building.It is also the focus of attention and research by scholars both at home and abroad.Based on the educational equity theory,the new public service theory and the existing academic research results,this paper takes Ningbo as a case study object,studies the current situation of the basic education public service in the city,and estimates the basic education service situation,finds out the problems and explores the reasons.It will further promote the development of new public service theory in Ningbo's specific practice,explore effective ways to solve existing problems,and improve the direction of public service capacity of basic education,and build a service oriented local government.First of all,this paper first defines and defines the concepts involved in the research both at home and abroad,and takes the educational equity theory and the new public service theory as the key content to lead the whole paper's theoretical foundation.Based on the above theoretical basis,the present situation of the construction of basic education service capacity in Ningbo is studied,and the third chapter is specifically demonstrated,which mainly reflects the existing service capabilities from the aspects of supply,planning,supervision and other aspects.At the same time,the indicators of public service quality,equalization of urban and rural services,total supply and participation of citizens are also fully displayed.In short,with the comprehensive development of Ningbo's economy and society,the public service capacity of basic education has made considerable progress than before.To a certain extent,it has basically met the needs of the masses.But to see the results at the same time,this paper also found in the study,with respect to the degree of development of Ningbo local economy,this achievement is not enough,mainly reflected in the macro support,the education department functions and the unequal distribution of educational resources,on these issues this paper discusses and analyzes the causes.Last but not least,using the basis of existing theory,combined with the actual local Ningbo City,this paper puts forward some countermeasures of basic education ability construct.
