Since the 1990's, things have changed a lot in higher education in China. More and more theorists and practicians have realized that the higher education policy analysis will be new orientation and key point in the research of higher education in the future. Nevertheless,not only there's less research in this field but also the view angles are limited in nowdays.Generally speaking,the present research do not pay enough attention to people's relation and psychology.The main views can be concluded into three aspects in this thesis. Firstly,the thesis which views people'mentality as important question in the implementation of higher education policy discusses the implementation of higher education policy from the angle of social psychology.The process of implementation of higher education policy involves individual interest and social attitude from micro-aspect and general mood from macro-aspect.In this process, one person or group's multiple mental factors including cognition,emotion,will and itc. act on behavior mutually. In detail,the implementation of policy is an important aspect in social life.The profit and relationship of higher education are basic of higher education policy.People always have different attitudes towards different policies , which determine people's will and behaviors in the implementation of policy.The according behavior is an important variable which really need to be guided because the essence of implementation is people's behavior.It's positive to induce according behaviors in the implementation of policy.Secongdly,the thesis studies the factors on influencing implementation of higher education policy.These factors are policy itself,the characters of executor,the object group and the social environment.On the base of arguments above,the writer try to provide some useful suggesttion such as setting up democratic model in making policy,making good use of policy methods,choosing effective hortatory skills, developing the policy implementation superintendence and control system,and optimizing the environment of higher education reform.Lastly, the thesis takes the new policy of national examination system for the graduate students'enrollment as an example to examine its mental effect and trend in the implementation ,and as a result ,argue several pieces of mental principles to promote the effect of policy implementation.Expect that this research will be a beneficial attempt for higher education research in harmony times in China.
