In order to respond to the problems caused by enrollment expanding, the Ministry of Education issued some advices about addressing undergraduate teaching and improving its quality in institutions in August in 2001(No.4 Document for short).No.4 Document has had some positive effects on improving undergraduate teaching quality, while its performances and functions vary in different institutions and regions. The previous research emphasized on revealing extensively the functions of No.4 Document on teaching quality and the effects of the entire implementation. The deep analysis on specific institution is relatively deficient. Because of this, the paper chooses East China Normal University as a case for intensive study. The paper looks forward to providing some valuable references to making and carrying out higher education quality policies.The paper firstly "anatomizes"and"diagnoses"the problems during the implementation of No.4 Document in ECNU.The analysis focuses on three aspects: how No.4 Document is carried out in ECNU; what the effects of the implementation are; and the problems which emerged during the implementation and the causes of the problems. Accordingly, the paper gives some suggestions about how to make and carry out higher education quality policies.The main views can be concluded into three aspects. Firstly, five patterns of policy implementation deviation are thought to be present in ECNU. Secondly, the government should follow the principles of sustainability, dynamism, and flexibility. The government should also instruct institutions according to different classifications and direct institutions to form special measures of quality assurance.Thirdly, the institutions should try to promote the surroundings of policy implementation, and extend the channels to collect educational budget. The institutions should also enforce the mechanism of policy implementation supervision and maximize the coordinated roles of organizations of policy implementation. By doing this, the effects of implementation can be improved and policy implementation deviation can be avoided.
