Higher education policy is one of the public policy of our country,it plays an important role in our country to promote social justice and institutional arrangement. The party and government to achieve fair education through the implementation of higher education system,narrowing the gap in education,give everyone a fair chance to receive education and rights,to achieve the interests of fair distribution.In our country, the implementation of the policy of higher education because of geographical and understanding, there are some deficiencies, directly affect the implementation of the policy of higher education, the realization of fair education policy.Based on this, this article through the analysis of the implementation of China's higher education policy process, and analyzes the existing problems, on the basis of this, put forward the optimization and improvement of strategy,whether in practice or in theory has a very important significance.The main content of this paper is the implementation of higher education policy.Including the macroscopic analysis on the national level, is the main development strategy,relates to education in the field of education law, education policy; also includes the meso level analysis of the implementation of the policy of higher education, mainly involves the formulation, implementation of higher education policy implementation of higher education policy implementation, implementation of higher education policy evaluation; and the micro level of higher education policy the implementation of the analysis,mainly deals with how to adjust the higher education policy implementation issues to safeguard education fairness,emphasize policy act and executive level. Based on statistical yearbook data set and the related literature has established the higher education policy performance evaluation system,based on the fuzzy comprehensive evaluation method in 2006-2012 of our country's higher education policies were evaluated.The conclusion of this paper can be summarized as: higher education policy as a dynamic process. The purpose is to realize the policy goal,its execution is decided by the degree of the realization of the policy target level; from the psychological and social environment as the starting point, the executive body and from the ideal policy as premise, the four party interests and environmental factors, factors of the implementation of higher education policy results and problems; on the basis of the above analysis, this paper put forward optimization strategy of China's implementation of higher education policy, namely from the transformation of education concept, and strengthen democratic decision making,and make the implementation of higher education policy by the science policy tools, continue to promote and improve the quality of Higher Education, the education policy implementation deviation and correct execution, including the establishment of supervision system and optimize the environment for the reform of higher education.
