With the US's Colman report coming out since 1960s, people gradually pay attention to the efficiency of university management. How to enhance it has always been a difficult problem. The university faculties, as a university's core staff, connect with the quality and efficiency of a university closely. Therefore, to realize the efficiency of the university faculties is the key point in university management.There are many problems in the incentive management of Chinese University teachers. To solve these problems, we must carry on the bold innovation, which is not only necessary but feasible. Taking the thorough careful investigation as foundation, this paper holds the structure of motivation management for university faculties summarizes the successful experience and discovers the existing questions and insufficiency. It also presents some innovation suggestions in university teacher incentive mechanism on the basis of maximal efficiency through widely consulting with experts and undergoing the deep research.Along with the economical and social development and deep reform for higher education ,our country has the degree-of-freedom promotion in university management in the academic and the specialized establishment, the funds raise , teacher employment promotion and so on, which has provided the good external condition to refer to the management the experience achievement from the overseas university management . At the same time, with the implement by names of "211 projects" and "985 projects" gradually and operating of the National work Unit's domestic reform , various universities have promoted a abundance reform project to drive teachers, attract outstanding talent and take the opportunity to enhance the their comprehensive competitive power. At present, s it has positive guiding sense to study the innovation in the university teacher incentive mechanism.The paper is divided into four parts. The introduction discussed the target of university teacher incentive mechanism innovation, analyzed and summarized the domestic and foreign related university teacher stimulate research literature, elaborated the research goal, significance, the research mentality and the method. It has also limited the related concept. In the second chapter of elaboration, by the introduction of flexible analysis method, it carries on the flexible analysis and takes the maximization efficiency as the goal to construct the bare bone of university teacher incentive mechanism, seek for the corresponding appropriate condition, and judge the possible matching rule. In the third chapter of exploration, it compared China with three representative overseas university teacher incentive mechanism to seek for the innovation way. The fourth chapter summed up the current motivate policy and the barriers in the management of university faculties, foundation, analyze the motivate mode, mechanism and method from macroscopic to microscopic analysis, which aimed to make use of the economical motivate resources and achieve the promotion of efficiency in university teacher talents using.
