| Scientific and technical innovation become human source of wealth already, enormous power of economic development In our country , the university becomes the main and fresh force of scientific and technical innovation, it is our country's important motive power for the scientific and technical development .But because the subject of scientific and technical innovation is enterprises in our country ,have no enough attention to the university, there is not a systematic and incentive theoretical direction about the scientific and technical innovation of university at present, the scientific and technical fund that our country invested is not sufficient, lack of the effective mechanism of condensing combining of scientific and technical, make the good innovative advantages of university's talents,science and research base and experiment institutes, etc. Fail to give full play too. So, this article regard thee incentive mechanism of university's scientific and technical innovation as the theme of studying. This article is based on the incentive theory of Marxism theory ideological and political education , draw lessons from the Western innovative theory and the scientific composition of the human resources management, combine the existing research results fully ,from two sides of what is incentive and how to set up the incentive mechanism for university ,have studied the incentive mechanism question of university's scientific and technical innovation in an all-round way ,systematically.What is incentive? This article has answered thee concept and intension of incentive; secondly, it has studied the relation of ideological and political work and incentive, this can help us to use the methods of incentive correctly in ideological and political work; thirdly, probe into the theoretical foundation of incentive from the scientific theory of Marxism and the theory of the Western scholar's human nature assumption; finally, carry on a summary analysis about the incentive theory that the Western scholars have studied already, and put forward the definition of university's scientific and technical innovation in this article. How to set up the incentive mechanism should university? University's scientific and technical innovation regard Marxism theory on"a people have natural attribute and social attribute "as guidance, adhere to the thought and ideal that"people first ", proceed from two respects of one's own and external environment of people , follow certain incentive principle, set up corresponding incentive system, use many kinds of incentive methods ,etc means, combine together to excite the innovative activity of the scientific and technical personnel of the university. At first, it analyses the characteristics of the university's scientific and technical work, such as creativity, relative independence,doubling,perception, etc. Secondly, proposed five principles that the structure if the incentive mechanism of university scientific and technical innovation should follow, that is"people first",systematic,pertinence,timely,fairly; Thirdly, put forward the structure of incentive mechanism of university's scientific and technical and corresponding construction of institution, can be summarized by two ranges and two respects, the two ranges of university are the inside and out side of university; the two respects are the formal institutional construction and unofficial institution.
