China Local Authorities Statistic Facticity Research

Currently, Maro-control in China is a very important period. The economy will softland or hard-land, it will depend on the decision-making level's right judgement to the situation and proper operation to the macrocontrol policy. However, all the preconditions of the above action will be based on Stat. data's reality and nicety. So we can say to keep the reality of Stat. data will be almost equal with ensuring the correctness of maro-control policy. Hence, I took the facticity of the local authority Stat.data as the research object to develop the probing of root reason which caused the local authority stat. data distortion.About research means, this study focused on the integration of theory exploration and demonstration analysis, the integration of qualitative research and quantitive research which will realize the interaction between theory and practice, and the theory issue will be completed in the interaction and the practice issue will be resolved in the interaction. The research means include investigation method, Statistic method, case method and etc.By the expatiation of the common statistic theory and instruction for the current status of the local authority statistic work, this study sharply parsed the issue of which effected statistic data facticity and root reasons from three aspects which are system, objectivity and subjectivity. And this study raised the countermeasure which could establish and complete new national economy calculation system, could harmonize the relationship with local authority, could establish data quality controlling system, could tunnel through the local authority statistic works, hope the study could play a role to drive enhancing statistic data accuracy, scientificalness and authority which could help with deepening further statistic system reform, improving statistics method, completing statistic data collecting ways. Meanwhile, this study will make statistics works suit to the requirements of developing our socialist market economy and expanding the opening to the outside world, try to setup a modern statistics system with Chinese characteristics, but could connects rails with the international convention, serve efficiently Chinese Party and government organizations, all circles of the Chinese society and international society step by step, provide scientific evidence to our country for constitute the social policy, economic policy, environmental policy, complete the basic works for increasing our country credibility.
