| This paper mainly focuses on how to assess higher education policy. The writer uses document analysis to do this study. On the basis of analysis of evaluation of public policy in theory, theory of higher education policy and program evaluation model of literature and other related subjects, we believe that assessment of higher education policy is suitable for response evaluation mode. This depends on the particularity of higher education policy and the main view of response evaluation mode. In previous studies on evaluation of education policy, people usually use promote evaluation methods. But because of higher education policy is a very complex public policy, and it is hard for studiers to accurately judge the study results, and the studies were conducted by some people who are involved in the interests, response evaluation mode is more suitable the study on higher education.As for using response evaluation mode in assessing policy of higher education, it includes two aspects. In Chapter 3, the writer analyzes the first aspect. Researchers must obey some rules to evaluate policy of higher education by using response evaluation models as follows. Evaluation is service-oriented and problem-oriented, the evaluation process is full of flexibility and it attaches importance to the context knowledge of higher education policy-making process. In addition, the evaluation method is qualitative, the evaluation program is designed by non-policy-maker. The value concept is multiple, and the evaluation report should be easier to understand. In Chapter 4, the writer analyzes the second aspect, how to use response evaluation mode to assess policy of higher education. In detail, the formation of evaluation issues, the method of data collection, the evaluation process and the writing process.Finally, the writer analyzes the limitation of the response evaluation mode, in addition to this, the writer discussed reasons that he uses response evaluation mode to assess policy of higher education.
