Theory Construction And Practical Reflection On Analysis Of Education Policy Evaluation

Analysis of education policy evaluation is not only a realistic need of education policy practice, but also the need of theory research of educational administration, which deepens and turns its focus by the track as follows:education research——education policy research——education policy analysis——professional education policy analysis. Education policy analysis evaluation expands the field of analysis of education policy, enriches and develops theory of analysis of education policy and theory of education policy evaluation. This research constructs the theory on analysis of education policy evaluation, and then analyzes the evaluation of Enrollment Expansion of College as an applied research.This paper is divided into three parts:Chapter 1:Preface. This chapter mainly introduces the origin, the purpose, the literature review, the significance and the research methods.Chapter 2:Theory construction of analysis of education policy evaluation. Education policy evaluation and education policy analysis are basic concepts of this theory. Analysis of education policy evaluation is an important part of education policy analysis. It is an activity that the content of education policy evaluation, evaluation criteria, evaluation methods, and evaluator were analyzed by education policy analyst based on certain techniques and methods, so as to achieve goal of education policy. Education policy analyst consists of organizations and individual, who analyzes education policy. They can analysis both the whole evaluation of education policy, which takes the whole evaluation as the research object and some parts of evaluation of education, which just takes one part of evaluation content as the research content. The four steps one must follow when he or she analyzes the evaluation of education policy:occupies the material comprehensively, build the criteria, concrete analysis, put forward improvement suggestion. The aim of analysis of education policy evaluation is to achieve the goal of education policy.Chapter 3:Applied research of analysis of education policy evaluation-taking evaluation of Enrollment Expansion of College as an example. According the four steps raised by the theory, the first step is building the analysis criteria of education policy evaluation and giving demonstration both from theory and practice. The second step is collecting the evaluation material on Enrollment Expansion of College and classifying the material. The third step is using the criteria analysis the material, finding the achievement, problem and the reasons. The last step is putting forward some detail suggestions to improve the evaluation of Enrollment Expansion of College.
