Education is the foundation of the Centennial plan.The overall plan of education is based on teachers.The key to the smooth development of education and the effective improvement of education quality lies in teachers.The development of teachers depends on Teachers’ policies and teachers’ evaluation policies.The perfection of teachers’ evaluation policies will directly affect the evaluation of teachers and teachers’ professional development,which will eventually have varying degrees of impact on educational work and educational quality and even form certain obstacles.Therefore,a perfect teacher evaluation system helps to promote the development of teachers,the improvement of education quality and the construction of teachers’ professional team.In recent years,China’s education policies with "reform of teacher evaluation" as the core content have been issued frequently,especially the "overall plan for deepening the reform of education evaluation in the new era" in 2020,which clearly puts forward "reform of teacher evaluation and promote the implementation of the mission of teaching and educating people",which is a new task and new idea on the reform of teacher evaluation policies in the new era,and fully explains the important position of teacher evaluation in the whole education evaluation work.In this context,the formulation of correct and feasible teacher evaluation policies is of great guiding significance to promote the scientificity,standardization and objectivity of teacher evaluation,promote teachers’ professional development and improve the quality of higher education.From the perspective of policy content analysis,this paper takes the evaluation policy of college teachers since the founding of new China as the research object,carries out the research according to the paradigm of policy content analysis,and establishes the dimension,standard and framework of policy content analysis on the basis of fully understanding the existing literature,analyzing the literature,expert consultation and policy investigation,and looking for the common elements of the evaluation policy of college teachers since the founding of new China.This paper mainly studies from the following aspects:First,the relevant theoretical research of university teacher evaluation policy.This part includes three aspects.The first is the definition of relevant concepts.By clarifying the relevant concepts of education policy and teacher policy,higher education and university teacher policy,this part expounds the connotation and extension of university teacher evaluation policy.The second is to interpret the perspective of educational policy analysis,which provides a theoretical perspective for the research of university teacher evaluation policy.Finally,based on the principle of system theory and teacher evaluation theory as the theoretical basis of this study.Second,research on the content analysis framework of university teacher evaluation policy.Firstly,this part explains the establishment and principles of policy analysis standards;Secondly,based on the specific content of University Teachers’ evaluation policy since the founding of new China and combined with the comprehensive investigation of practice,this paper constructs the content analysis framework of University Teachers’ evaluation policy and divides its analysis dimensions into six aspects: "evaluation objective policy,evaluation subject policy,evaluation standard policy,evaluation content policy,evaluation method policy and evaluation result policy";Finally,it demonstrates the fact and value of the analysis standard of University Teachers’ evaluation policy.Third,the characteristics and evolution trend of College Teachers’ evaluation policy in China.Firstly,it makes an overall statistics and overall trend analysis on the evaluation policies of College Teachers in China since the founding of new China.Secondly,according to the major historical events since the founding of new China and combined with the development characteristics of University Teachers’ evaluation policy,the stages are divided into five stages: initial exploration,recovery,improvement,development and deepening.According to the specific policy contents of each stage,the characteristics of the policies in each stage are summarized;Finally,it summarizes the characteristics and trend evolution of university teacher evaluation policy since the founding of new China,and finds that the policy presents four characteristics: the policy system is from segmentation and lack of items to systematic and comprehensive;The policy value changes from the tool standard to the teacher development standard;The policy content is becoming more and more specific and refined;Policy decisions focus on the combination of national strategies and individual needs.Fourth,the problems existing in the process of policy implementation and their causes.Through interviews with college teachers and students about the implementation of College Teachers’ evaluation policy,this part summarizes the existing problems: the evaluation objectives and policies are vague,and the basis of evaluation work is insufficient;The main responsibility is not clear enough,and the evaluation function is dominated by administration;The evaluation standards and policies are not strict,and the evaluation indicators are lack of operability;The content and policy of evaluation are single,emphasizing the guidance of scientific research evaluation;The evaluation methods and policies are not practical,and the teacher evaluation process is a mere formality;The evaluation result policy is improper,and the teacher evaluation lacks tracking mechanism.The causes of the problems are mainly analyzed from four aspects: the complexity and particularity of teachers’ labor,the cognitive differences of teachers’ evaluation subjects,the lagging theoretical research of teachers’ evaluation policies and the insufficient legal basis of teachers’ evaluation.Fifth,it explores the improvement strategy of the content of university teacher evaluation policy in the new era.Based on the analysis of the existing problems and causes,combined with the characteristics and change trend of College Teachers’ evaluation policy in China,this paper puts forward corresponding reform and improvement strategies from six aspects: evaluation target policy,evaluation subject policy,evaluation standard policy,evaluation content policy,evaluation method policy and evaluation result policy: first,reconstruct the policy system and enhance the scientization and systematization of teachers’ evaluation;Second,strengthen the target policy to ensure the fairness and rationality of teacher evaluation;Third,attach importance to special legislation to promote the legal effect of college teacher evaluation;Fourth,rebuild multiple standards and strengthen the guiding role of teacher evaluation policies;Fifth,optimize the evaluation methods and effectively improve the quality of teachers’ evaluation policies;Sixth,pay attention to the application of results and maximize the teacher evaluation policy.
