From the long history of development in higher education, it seemsthat the relationship between the quality and quantity of education arealways difficult to balance. It seems like ‘you cannot sell the cow and drinkthe milk’. In terms of the development of educational quantity, in themeantime the quality of education will likely be affected. However, there isno doubt that the core of higher education is the evolution of quality. Thereis no point in expanding the quantity of education, unless education qualitycould be improved. In order to make a healthy and orderly progress inhigher education, the most effective way is to assess the quality of highereducation. With a gradual promotion in popularization of higher education,the quality issues have been revealed. Therefore, the researches inassessment of the quality become the center of attention in society.Administrative evaluation in higher education be seemed as the biggestproblematic issue.In the beginning1980s, quality assurance of higher education developrapidly in the world, the United Kingdom, the United States, France andother countries established a relatively comprehensive assessment systemwith distinguishing features. These countries also carried out periodicranging higher educational certification and evaluation of higher education.The period of ‘Evaluation’ is spreading around the world. Compared withother countries, our assessment of higher education started late, officiallybegan in1985which means this year is30th anniversary. There are manyproblems we should improve. In other countries, the governments applydifferent policies in higher education assessment, in the case of China,there are numerous positive experience which we could use for reference inour country. This paper mainly focus on classifying quality evaluation model ofadministrative in higher education,analyzing the model systems in classiccountries. In addition, we could select the refined and discard the crudefrom other countries. This research adopts both quantitative analysis andqualitative analysis, and the integrated use of literature, comparativeanalysis, etc. In the first place, the role of government in different countrieshas been deeply analysed. Secondly, the definition of the quality in highereducation has been illustrated; then, the concept and official policy ofevaluation in our country have been explained. Additionally, thecharacteristics of China’s current higher education evaluation have beenanalysed minutely. Finally, the status and shortcomings of administrativeassessment in China have been expounded.In terms of China, it is in an important transformation period ineconomy, political and social environment is undergoing tremendouschanges, for instance: turning the socialist market economy from a plannedeconomy, from an industrial society to an information society. In thisenvironment background, the government functions transform rapidly from‘management’ to ‘service’. The aim of this paper is to analyze and researchthe issues in administrative evaluation in Chinese higher education. Inaddition, the paper also presents some suggestions to help to solve theproblems. Hopefully, the solution could reshape the role of the governmentand improve the government action in the future.
