Since the human society has exsited, there is inalienable inner link between the population and education. Human is the key factor of the western compulsory education. Population growth increases excessively, education investment is backward, it will affect the scale expanding of western compulsory education, it causes reducing in enrollment rate and pupils' promotion rate, improving illiteracy rate.The over-population leads low education qualities, low education of per capita and low education popularization. Population quality composes objective demand of compulsory education. Improving population quality can directly promote the development of compulsory education's structure and level.Migration and distribution of population also directly restricts the scale, structure and level of western compulsory education.This paper aims to explore the relationship between education and population in western compulsory education from the angle of population and sustainable development(population quantity,population quality,population structure).Combining normative and positive research with qualitative analysis and quantitative research during the writing processes. Inn the theoretical study, population of micro-economics is the mainly theoretical foundation. In the empirical process, mainly using econometrics combined with related statistic software. Through these analyses, we try to find corresponding countermeasures to resolve the current difficulties between 12 western provinces'compulsory education and sustainable development of populationThe original dates of empirical analysis derive from the"china statistics yearbooks"(2005),"china education yearbook"(2005),"china education fund yearbook"(2005)"china demographic yearbook"(2005), local education and demographic yearbook of 12 provinces of west in 2005,and the related official,population website. The result of the study including: 1,Arranging the comprehensive score of the western compulsory education ,Guangxi, Chongqing, Sichuan rank in the top three, and the Qinghai, Xinjiang, Inner Mongolia province rank on the back position.2,Result shows that comprehensive rank of the western compulsory education is not fully proportional to every province's economic development level .But they have the consistent trend.3,From the general comprehensive index, we can perceive, there exists elasticity between western population and compulsory education. When western population comprehensive indexβevery increases 1%, the compulsory education comprehensive index increases 0.399505%.4,At the variable part, we draw the conclusion:The western compulsory education enrolment rate increases 0.041859% when population density changes one unit. Urbanization level of the west and primary industry occupation rate per increases 1%, discontinuation rate increases 0.230313 and 0.199234 percent each. The population of semiliterate and illiteracy rate of aged 15 and above in west adds 1%, the age limit of people receiving education decreases 0.114517.Per 100,000 people of higher education increases 1%, average personal age limit of people receiving education add 0.000516%.population density and urbanization level have effect on teacher-student proportion of the western compulsory education, teacher-student proportion changes 0.010213 percent when population density changes one unit. The teacher-student proportion decreases 0.327843 percent when urbanization level increases one percent.Illiteracy and semi-illiteracy of the population aged 15 and above rises one unit, students' average budget expenditure correspondingly increases 64.100563.The total population of the western region, beds owned for per 10,000 people and the number of sex ratio increase 1%,students' average budget inner Public fund will decrease 0.007692%,3.122482%,9.828842% respectively. The natural growth rate of population and beds owned number per million people increase one unit will lead population coverage rate of west compulsory education 4.182814 and 0.625971decreasing respectively. Enrollment rate will add 1.290437% while the sex ratio increases 1%.
