The popularization and quality levels of compulsory education standards is one of the Standards used to measure the modern civilization degree of a country or a region. Since China's "rejuvenating the country through science" strategy, compulsory education as an important component of the strategy has been placed in Top priority position. In view of the "Popularizing nine-year compulsory education " has been realized before the "Compulsory Education Law" promulgated , therefore, the principal contradiction of basic education has also concentrated on the western backward areas.This study ,based on the field investigation of the 11 provinces (municipalities), autonomous regions , in addition to Tibet, and a large number of first-hand information in western China ,analyzed the development of compulsory education in the western region to identify the problems that exist in the process, thereby to find the reason hindering the Sustainable Development of Compulsory Education, and to give the necessary measures of the full implementation of compulsory education in the western region.On the ground to study the first-hand information, analyzing the implementation and current development situation of compulsory education in the western region, this study made a macro grasp. Focus on the Enrolment rate, Retention rate, drop-out rates, and the "two basics" population coverage rate, the illiteracy rate in the western region, this study gave a scientific analysis of the compulsory education's current situation.Through the study on the current development situation, this report found the problems that exist in compulsory education in western China. the development of compulsory education in the western region is backward, unstable and uneven; the publicity, implementation and monitoring efforts of the laws and regulations of compulsory education in the western region are not enough; the funds for the compulsory education in the western region are deficient and the management of it is ineffective; the problem of teaching faculty is highlighted; the problem of girls of the compulsory education in the western region is serious; the problem of the compulsory education in the western ethnic minority regions is conspicuous. These problems have been obvious under the illustration of the data.This study also discusses the reasons causing the unsustainable development of the compulsory education in the western region. These reasons mainly involve the lagging of the socio-economic development, the harsh natural environment, the backward cultural traditions and ideologies, the popularization of nine-year education policy one region after another and step by step, and so on.Finally, through the analysis for the existent problems and reasons, the report proposes the following strategic thoughts: clarifying the objectives and tasks of the compulsory education in the western region; stimulating the renewal of the concepts of compulsory education in the western region with the guidance of the strategic ideology of sustainable development; promoting the coordinated development of the compulsory education between different regions through exerting the macro-control functions of the government; strengthening the laws of education so as to fully implement the compulsory education in the western region; increasing funds for the compulsory education in the western region and establishing a long-term monitoring and management mechanism for the compulsory education funds; enforcing the infrastructure construction and speeding up the pace of educational informationization so as to establish the distance education network system covering the western region; improving the quality of teaching faculty for the compulsory education in the western region; establishing and completing the funding system for the students whose families are suffering the economic hardships.
