The emphasis on individual differences is one of the key points of the new-round elementary education curriculum innovation in China. Layered and mobile teaching system regards individual differences as usable education resources. The students are divided into several levels and classes according to the students'cognitive levels, study potentials and interests in certain or some disciplines. This teaching mode is based on the students` choices and the cooperation between the teachers and students, in which the layered classes are stratified implicatively.Due to the development of modern society and education, the new curriculum innovation, the shortcomings of traditional teaching and the features of students'development, it is necessary to implement and develop layered and mobile teaching system in middle school class in the 21st century.This thesis expounds the connotation, theoretical background, history and value of layered and mobile teaching system and puts forward implementing strategies in middle school class from static and dynamic aspects. The strategies are put forward from the perspective of the stratifications of student, good, teaching, management and value, which aims at the enhancement of theoretical knowledge of this teaching mode in order to better serve teaching practice and fully promote all the students` development.
