The Social Control Upon Juvenile Delinquency

Crimes seriously infringe upon the right and benefits of the nation, society, and persons and destroy social order and normal life of people. Among them, crimes of juvenile and young people have become one of the international harms. In recent years , the juvenile delinquency of the world has been very serious and become one of the main social problems . Hence, precaution and control have given much attention by more and more countries. Our country is in the time of convertible ages, the differences of convertible social, formalism and unsteady make itself complicate and unsteady. Accordingly, all sorts of conflict of moral opinions and value judgment have resulted in the state of non-normalization. Juveniles who grow from the era cannot resist the tempt of materials and the incitement of out world and commit offences. On the other hand, in the opinion of psychological theory of law, the criminal root of adults has existed from the childhood life. However, we should give an appropriate attitude on juvenile delinquency crimes. It is common that crimes exist in any society. The idea that we should and be able to root crimes out of society. Hence , the best way of controlling illegal action and crimes is precautionary measures. Therefore, the crimes of juveniles are the origin of all the evils.The word control that means management, adjustment, regulation and so on is the course of adjusting, leading and managing upon the object movement. Major social control means to lead and bind social members' commitments and value opinions. In the term of juveniles which are special group, I suggest we should make use of active, and non-compulsory way, such as public opinion, education, morality and cultural in addition to legal measures, to direct the youth. Although crimes do the harm to the society and individuals, crimes give a development to the society. Society needs crimes and crimes are benefit to the human beings. It is the conflict between good and evil that advance society. It is rational and more important to control rather than extinct offences. Social control, which is a huge task, needs cooperation of social organizations. This article pay much attention on integrated control upon juvenile delinquency including legal, cultural, community control, including five parts: Part one describe the present situation and give an evaluation on the effect of the control; part two introduce theory based upon juvenile delinquency; part three depicts foreign nations experience and inspiration such as England, America, and Japan; part four give advice of formal control on Chinese juvenile crimes and delinquency, which is legal; part four give informal control such as community and cultural control. In the end, I draw a conclusion that crimes, especially juvenile crimes and delinquency can be controlled on the condition that varied methods are to be cooperated in rational approaches.
