With the wide application of IT, mainly represented by multimedia computer and network communication technology in education field, the education technology, which is the breakthrough and high ground for education teaching reform, plays an increasingly important role to creative talent training. On 15th Dec, 2004, the Ministry of Education issued "The Standard of Educational Technology Abilities for Primary and Middle School Teachers (Trial)", which gives a detail explanation to the educational technology abilities of teachers, administrators and technicians. On 4th Apr, 2005, the Ministry of Education gave the notice, "Startup for the plan to build the national primary and middle school teachers' educational technology abilities, which is significant to promote the education information and course innovation.Based on teaching practice, the research used methods such as literature-analysis, questionnaire & visiting-investigation, activity-study, etc. The main context contains investigation to the course-arrangement status of the course "Modern Educational Technology" in normal universities, and analysis the capability requests in "The Standard of Educational Technology Abilities for Primary and Middle School Teachers (Trial)". Furthermore, considering actual status of normal students' educational technology abilities, directed by constructivism and other theories, the research attempted to establish a "question-study" model for public course: modern educational technology, which is characterized as student-based, teacher-directed, student self-researching and cooperation-researching. The purpose of such model is try a way for teaching knowledge about modern educational technology to students with full utilization of modern educational technology, which not only helps students master the context in the course teaching objective, but also improves their modern educational technology ability in learning process.The research suggests: (1) application of "question-research" teaching model in the course "Modern Educational Technology" is popular in class and improves students' interests; (2) application of "question-research" model shows an obvious effect in promoting class performance; (3) the model is beneficial to raise students' cooperation, exploration consciousness and modern educational technology abilities.
