A Research In Problems On Undergraduate Teaching Evaluation In China

To suit the need of establishing socialistic market economic system , administrative system of higer education must be reformed . The mode that " the nation plans collectively and the government administer directly " should be changed into the one that" the nation plans as a whole , the government administer macroscopically and colleges and universities cater to the needs of society and are run autonomously according to law ".Under this mode , the function of the department responsible for education will turn from onefold and direct administrative mangement to macroscopical regulate and control by applying means of lawmaking , economy , evaluation, information service, inspection and necessary administrative means . The evaluation to higher education has become an important means which can administer colleges and universities macroscopically,inspect education quality and benefit,and evaluate the quality of training men for profession.The Ministry of Education began to evaluate once every five years the education for undergraduates in colleges and universities in our country since 2003. From the angle of public administration and educational administration,This paper intends to analyze and evaluate undergraduate teaching evaluation,and to explain the organization,style,procedure and method of evaluation ,by using the related theory of performance evaluation for public departments and educational evaluation,and applying the method of combination of theory with demonstration proof.Through analyzing and evaluating the function,the plan of assessment,Criterion system,organization,we can anatomize the existing problems and causes and put forwards some solutions and treatment in the purpose of prompting the government and society to attach more importance to the theoretical and practical research of higher education evaluation and perfect the current higher education evaluation system.
