Teacher-evaluating is a movement that passes judgment on teaching activities and other factors according to a certain teaching-evaluating principles and techniques. Evaluating teachers in a scientific way can arouse the enthusiasm of teachers, improve the qualification of the staff and raise the teaching abilities. The middle professional education is the main part of our state's professional education, training millions of workforce of high quality. Since the reform and open to the outside world, the middle professional education of our country has made a great achievement. It made a great contribution on our middle professional education by training a large number of professional and high quality workforce. Scientific evaluation on staff of the middle professional schools can benefit the management of these schools, the all-round improvement of the staff and schools, the achievement of the teaching targets. However, there are problems in the evaluation of the middle professional schools, which block the improvement of teachers and schools. Secondly, there is misplacement of the main body of evaluation. Thirdly, it is easy to be quantified and difficult to be qualified. Fourthly, the contents of evaluation are not complete. Fifthly, there are fuzzy tasks of evaluation. Sixthly, the theory of evaluation is not complete. Seventhly, there is absence of features of evaluation.Part VI Improve the solutions of the evaluation system. Firstly, provide scientific system of evaluation. Secondly, provide the guarantee system of evaluation.
