There is always a contradiction between quantity expansion and quality enhancement when the issue of higher education is concerned. Now, after 6-year collage admission expansion the problem becomes more and more prominent and has been the focus of the whole society. According to the outline of the 11th five-year development plan for national economy and society, the focal point of higher education development is how to improve the quality and optimize the structure. Furthermore, higher education in Guangxi lags far behind those in developed areas of the country. The demand for more and more higher education still exceeds the supply greatly.Beginning with the current situation and tendency of the development of social economy and culture, the thesis first makes a thorough study on the relevant researches, and summarizes the advantage and disadvantage individually. Then the author analyzes the relationship between the quantity goals and the major factors affecting the development of higher education deeply. After investigating the current characteristics of higher education of Guangxi and the country seriously, the author sets up mathematical models by multinomial linear step-wise regression of R software. In the end, the author forecasts the quantity goals of the scale and the speed in the 11th five-year-plan of Guangxi in attempt to provide some reference for decision-makers and researchers.The whole thesis consists of four parts.The first part sketches out the background of the higher education development both in and beyond Guangxi. It also makes a survey on the relevant researches, including their viewpoints, methods as well as achievement. Finally, the author elaborates the importance and significance of the research.The second part attempts to provide the theoretical foundation for the following research. the study is mainly on the major factors influencing the development of Guangxi higher education by combining qualitative research and quantitative research comprehensively and deeply.In the third part, the author first researches the supply and the demand of higher education and its influencing factors briefly, and then analyzes the current characteristics of higher education. At last, the author studies the current situation of Guangxi higher education in detail.In the last part, the author first gets statistical data based on the facts of the development of Guangxi higher education, analyzes statistical data by multinomial linear step-wise regression of R software. And then, the author establishes a supply model----- Ys=e-2.9463Xs21.4449 and a demand model------ Yd=e-206.352Xd224.742 (the variable"Xs2"of the former is national financial education funds of Guangxi, and the variable"Xd2"of the latter is total population), and finds that the both models have better degree of fitting by testing quantity goals of the development of higher education in Guangxi during 1999-2005. At last, the author forecasts the quantity goals of the development scale and velocity of Guangxi higher education by the trend of change of national financial education funds and total population in Guangxi during 2006-2010.
