The country, as the biggest beneficiary from the development of higher education, should be main channel to raising the funds of higher education by direct financial allocation. The United States is the most development country in the area of higher education, which has a funds raise system of higher education of integrity and multi-dimension, so as to keep ahead in the funds total amount among so many countries. There, the government from federal to local plays a main role. According to statistics, the state authority has to afford above 1/3 founds of public high school in its area of jurisdiction. In our country, the level of dependency to government is higher than what in the United States. As the higher education of our country has entered a stage of rapid development, the problem of lacking money is gradually visualized. At present, our funds of higher education are transmuting from government solo allocation to multi-channel collection leading by the government allocation, and are to depend on the government for a long time. Therefore, it will be a significant topic on how to set up a more effective, reasonable and wholesome system of government financial allocation.Accompany with the founding of the People's Republic of China, our government financial allocation system for higher education went through the stage of"central unified finance and level-to-level administration"and"central-local combined finance and level-to-level administration", entered the period of"new financial system for higher education". And, there are still many problems in this system, as to financial support dynamics is insufficient, the allocation pattern is too unitary, the power and responsibility between central and local government are looking for adjustment. Though our social system, economy structure and level of economic development are obviously different from that of in the United States, there are some common places in the development process of government financial allocation system for higher education. So it is of significance to study it and from which our reform can earn some reference.The government financial allocation system for higher education of the United States has experienced a long historical period from its first came into being in colony time to what is being efficient now in the country. The author, choose three wars, which influenced the country deeply, as a gist to plot the stage of its development. Then, make a description and analysis on its pattern, actuality and characteristics. Finally, carry on a thorough discussion in view of its reform. In this foundation, bring up some problems in our government financial allocation system for higher education, and give some suggestion to our higher education reform, including: enlarge government financial support dynamics; increase the amount of the funds; many patterns of allocation combined and set up a performance indicator estimate system; rebuild the responsibility of central and local government, make a government financial allocation system contributed mainly by local government; set up a special supervising agency to promise the efficiency and equality during the process of allocation; continue to increase the scientific research funds; complete the system of student subsidize system, enlarge the number of student who need the subsidize.
