Along with the quickly develop of education informazation in the whole world, the educational undertaking of our country also started education informazation progress completely.In recent years, we have carried out "the country primary and junior high school modern long distance education" program, make efforts to improve the informazation environment in the western-far region and the village region, push the cross over type development of our foundation education, carry out the education equity.As the participant of educational undertaking, the teachers' education iformazation is an important constitute,and is also an important force to promote the education informazation.This dissertation discusses and explains essential research background first, setting out from the informazation ages need and the informazation educational program that our country carried out, putting forward the realistic need of promoting the teachers' information literacy and its promoting environment. Then on the basis of analysised some documents and definited basic content at the information literacy,carried on analysising the dynamic characteristic of teachers' information literacy from meaning and structure. etc.,and explicit the teachers' information literacy develop unbalance because the level of ages develop and the difference of resources environment and so on. In order to find out the education informazation development level in the village primary and junior high school, the writer adopted questionnaire method and the interview method,to investigate the use of the country primary and junior high school modern distance education program's resources and the present condition of the teachers'information literacy. And analysis the fact-finding result from the information consciousness,the information knowledge and the information ability.Later,according to the《primary and junior high school teachers'educational techonlogy ablity standard(tentative regulations)》,combine the education informazation present condition of the country primary and junior high school,the article set up the construct target of country primary and junior high school teachers' information literacy,then putting forward some step by step strategies to raise the country reigon's teachers' information literacy, thus adapt the unbalance of the information resources environment development.Because the information literacy level is in strong dependent on the information environment, the dissertation thinks that use the available information resources environment to promote information literacy is the best choice.This dissertation according to"the country primary and junior high school modern distance education" program, combine the construct target of country region's teachers' information literacy, inquiried into the strategies that promote the country primary and junior high school teachers' information literacy in the particular environment.The strategies take the school and the teachers as chiefs, discuss from the follow aspects:became a school-based resources,strengthen publicity of high-quality resources,set teaching or teaching and research tasks,strengthen school-based train,strengthen the application of instructional resources and so on. According to these strategies to improve the country region's teacher's information consciousness and attitude, information technogy and ability , the level of classroom instructional design.Finally,on the basis of analysed the possibility of the strategies,the dissertation points out the problems that writer knows but need time to resolve and to perfect which indicate a direction for the thorough research.
