Making country education well, developping country education and satisfing the need of country people's study and development are very important for solving "San nong"problem, pushing China from a large Country to a strong Country at Human Resources, keeping the whole Country stable and Society harmonious, realizing China's revival.In 9.2003, with the< State Council about the decision of going on enhancementing the task of country education> promulgated, the government and organization responsed the vocation mightily, and tried their best to quicken the development of country education, deepen the innovation of country education, and putted the task of country education on the most important place. With the permission of The State Council, the department of education, the development and innovation committee and ministry of finance organized and carryed on Modern Distance Education Project of Country High School and Elementary School together.In this paper, part one, firstly, the author collectes many government files and makes them as the context of the study and explains the reason of implementing Modern Distance Education Project of Country High School and Elementary School; Secondly, the author summerizes the researches of experts before, and give the topic of this study; Lastly, the auther introduces the contexts, objects, methodes and significance of the study. Part two, the auther does sufficient theory matting on Systems-Engineering theory, Performance-Technology the oryand Education-Evaluation theory, so it will make a stable foundation for the following work. Part three, the auther introduces some conceptions and clarify the principle and ways of designing the Index of Perfomance-Evaluation System, and then, establish the index of the system through target analying, at last, establish the propersion of the index with experts questionaire, so, all of this gives a necessary prepare to the evaluation followed. Part four, the author makes a survey about the Project on the actuality, collect, state and analyse the datas with SPSS, finally, the author gets the performance of the project. Part five, the author makes a conclusion that the education performance level of Modern Distance Education Project of Country High School and Elementary School in the County is good, and the every level of the index are all good without the Information Lateracy of teacher (very good) and Information Lateracy of students (qualifided). And then, according to the survey, the author gives ten advices to make the level of the county higher, and they will be brought into the study report to House of audio-visual education programme of chang'an.In this study, the author starts from small range and ground, through questionnaires, interviews and observation ways to experience the teaching application of Modern Distance Education Project of Country High School and Elementary School in Chang'an County, soughts to give an objective, rational, scientific evaluation in the area.
