"Training program in the country" of rural primary and secondary schoolteachers distance training policy is under the ministry of education, the overallplanning and guidance of the ministry of finance, the central government onearmarks, specifically to support the Midwest provinces in accordance withthe "Countries culture plan" adopted by the general requirements of ruralprimary and secondary school teachers distance training program. Throughprimary and secondary school teachers in rural areas is the network platformin the form of teaching training, to improve the rural middle and primaryschool teachers’ teaching ability and professional level.In this paper, from the policy itself, the target group, policy subject, policyexecution environment four dimensions of Z county in Heber province "theculture program execution status of rural primary and secondary schoolteachers distance training policy for research. Through the questionnairesurvey data analysis of the current "countries culture plan" remote ruralprimary and secondary schools training policy implementation presentsituation and influence factors, and the problems that exist in the policy in thepolicy implementation: A policy enforcement agencies lack of communicationand coordination between various departments; Second, the policyimplementation main body means a single; Three, the fuzziness of policyimplementation plan execution subject difficult to grasp; Four, remote trainingplatform design heavy and complicated, teachers master degree is insufficient;Five, The remote training platform monitoring does not reach the designatedposition, the effect is not ideal; Six, the target group of policy understandingdoes not reach the designated position, lack of drive; Seven, the target grouppressure, the training effect is not ideal; Eight, lack of policy execution socialperception; Nine, insufficient training network learning environment atmosphere.
