With the further development of information education in our country, only teachers inelementary and middle schools have the excellent information literacy, can they satisfy theneeds of information education and courses reform, update the educational conception, acceptthe new instructional pattern and methods, better exert the function of information technology,make better use of information technology in education, promote the educationalmodernization, optimize the teaching and learning process and improve the quality ofeducation.This research adopts many studying methods, such as referring to documents, readingarticles, talks and survey papers etc. Through the investigation to the informational literacy ofthe teachers in elementary and middle schools in countries, we have a basic understandingand practical orientation of relevant attitudes, cultivating methods and suggestions onoperating of these teachers, grasp the actuality of the informational literacy of the teachers inChangchun area, explore the factors which restrict the improvement of the informationliteracy of these teachers, and suggests the development policies adapting to the actuality, toimprove the level of information literacy of these teachers. Meanwhile this research proposessome practical and constructive suggestion, we hope the education of information literacy willbe put great importance by relevant educational institutions and teachers to guarantee manyexcellent teachers can be cultivated.This research chooses the information literacy as the focal point, Firstly, based onsummarizing articles and the internal characters of information literacy, it further analyses thefactors that information literacy composes. Then it investigates the actuality of informationliteracy of the teachers in elementary and middle schools in countries and analyses the keyproblems. Lastly, it proposes the effective ways to improve the information literacy of theteachers in elementary and middle schools.
