The implementation of the new curriculum proposes an enormous challenge to high school history teachers' traditional role. This article takes the theories of pedagogy, educational psychology and the historical curriculum , combines the present situation of high school history teachers' quality in Hangzhou area and the results of teachers' quality research and case research. Its aim is to study the quality that history teachers should have and effective training methods and strategies under the new curriculum background.The article includes four parts. First, this article gives a brief introduction to the research background, the significance and the methods as well as the present research situation. Second, this article points out the teachers' quality implication, characteristics and influence factors. And it also narrates the challenge of the new curriculum to high school history teachers' quality and teachers' traditional role transformation. By questionnaire this article investigates the present situation of high school history teachers' quality in some areas in Zhejiang Province. Third, according to the existing situation of high-school history teachers' quality, this article suggests that under the new curriculum background high school history teachers should have such quality: noble occupational ethics, advanced educational ideas, integrating scientific and cultural knowledge, multi-skill educational ability, healthy body and mind. Fourth, according to the demands of high-school history teachers' quality under the new curriculum background and combination of the school regional resource characteristics and the school-based research case, this article analyses and studies how to train teachers effectively.This article, by the way of the teachers' role localization under new curriculumbackground------the table formulation of investigating the present situation ofhigh-school teachers' quality------the quality that high school history teachers shouldhave and the training methods and strategies, focuses on teachers' growth and development under new curriculum background. It practices the "humanist" basic idea of the new curriculum. It gives particular cases in the course of training teachers and constructing the teachers' quality model. It has strong operationality and has certain model significance to training middle school teachers' quality in the nationwide scale. The goal to do the research of the high-school history teachers' quality is to enable high school history teachers to face the reforming challenge rapidly, transform roles, locates themselves accurately , quickly gain brand-new ability which adapts to the new curriculum ,become outstanding new teachers and simultaneously cause the historical discipline to display its function of fostering human.
