Rok's Experiences On Increasing Population Quality And The Enlightenment On China

At present, with the rapid development of information society, the comprehensive competitiveness of every state in the world mainly depends on the quality of talented people, so it has become the decisive factor and the most important task for every state to increase the population quality. During the course of socio-economic development, ROK government has considered it the most important task to increase the population quality and thus has greatly promoted the socio-economic development of the country, realizing the"Ankang Miracle"and become one of those countries, which developed the most rapidly in Asia and even throughout the world.China is a very big country with its biggest population, so population-related topics are always the most important topics affecting the socio-economic development of the country. Although China has got great achievements in economic development, attracting the worldwide attention, it is always the most important task for China to increase the population quality, especially that of the rural population, if China is going to realize the sustainable development of population, resources and environment.ROK has accumulated lots of good experiences in increasing the population quality, which will absolutely offer good guidance for China. The current dissertation intends to analyze ROK's experiences in increasing population quality and the enlightenment on China, to seek the effective approaches to increase the population quality in China, thus to promote the rapid and steady socio-economic development and to realize the objective of establishing a socialist society in harmony in China. The main body of this dissertation includes five parts.Part I complies with the implication of population quality and discusses the mutual relations between population quality and socio-economic development. From the angle of key elements, population quality includes the population physical quality, intellectual quality, ethical quality and psychological quality. Population quality and society interacts and are closely related to each other. The increase of population quality is the premise condition for socio-economic development, and good physical quality, intellectual quality and ethical quality will definitely be the key elements to promote the harmony of society and the rapid economic development, while the rapid socio-economic development will absolutely result in the improvement of medical care system, education system and the good social environment, thus to promote the increase of population quality.Part II mainly introduces ROK's main measures in increasing the population quality. The implementation of family planning policy in ROK has not only resulted in the limit of population quantity, but in the increase of the population quality as well. The perfect educational scheme, including the preschool education, nine-year free compulsory education, high tone vocational education and the higher education system with high level of internationalization, has offered various choices of education for every individual in the society. The government has paid much attention to the quality increase of rural population, which occupies a big proportion of the whole population, and increased the financial input in the education in rural area, helping the peasants to form the diligence and team work spirits, to improve their skills, which has played quite an important role in increasing the rural population quality. In addition, the social security system of ROK has offered guarantee for the population quality increase as well.Part III sums up the main experiences of ROK in increasing its population quality by analyzing the main measures taken by ROK government. Those experiences are as follows: paying much attention to the important role of Confucius culture in preschool education; setting up a multilevel educational system, so as to meet various kinds of needs of the human resource market; seeking various sources for the financial input in education; paying much attention to the educational level of peasants; establishment of perfect social security system, etc. The above-mentioned experiences accumulated by ROK will definitely provide us precious lessons to draw from.Based on the acknowledgement of the achievements of China during the period of implementation of population and family planning policy, Part IV thoroughly analyzes the problems of population quality we are faced with nowadays. For example, the physical quality of population needs to be improved, the level of intellectual quality of population is still lower than the international average, the population aging tendency is quite obvious, the quality of labor force is not good enough, the population quality in rural area is a still a tough topic, etc.Part V has revealed ROK's main experience enlightenments on China and proposed the following suggestions: continue to carry out the family planning policy, and to limit the rapid population growth, pay more attention to the preschool education and improve the population quality from the very beginning, put nine-year compulsory education policy into effect in depth and improve the fundamental population quality, develop vocational education energetically and train more pragmatic type talented persons, drive the internationalization course of higher education further, increase the medical treatment level, improve the social security system to face with the challenge of population aging process, build a new socialist rural area and improve the rural population quality energetically.
