The Study Of Several Issues For The Development Of Modern Distance Education During The Popularization Of Higher Education

Modern distance education (MDE for short) provides a new way for the popularization of higher education. At the same time, the popularization of higher education provides a turning point for the MDE. With the progress of communication technology,computer networks and multimedia technology, it can be predicted that MDE will play a more important role in realizing the popularization of higher education as well as constructing the lifelong education system and the learning society.The MDE in our country has achieved good results in practice, but at the same time there are some problems and defects that affect the long-term development of MDE. By the method of document researching, comparison studying and historical researching, taking as the point of the actual situation of MDE, this paper mainly discusses the problems and the development countermeasures of MDE.At first, this paper explains the relative concepts and theories, discusses the characteristics of MDE and relative theories guiding about MDE. Second, puts forward the main problems of the current MDE by analyzing the development of MDE. At last, basing on drawing lessons from the experience and inspiration of some areas'MDE, according to the inner link of MDE's quality assurance system, the paper proposes development countermeasures from inside and outside dialectically. On one hand, the MDE organizations should make sure the self-position, strengthen the development of theoretical and practical talented personnel team, build perfect learning support system service system, and ensure the construction and sharing of the effective resource. On the other hand, the education administrative department normalizes the development of MDE by strengthening the establishment of the policy and law, and guarantees the quality of MDE by building effective evaluation mechanism.
