The development of modern distance education is the important strategic for the development of the 21st century Chinese education. Thereinto, the quality of the education is the key question which is relative to the existence and development of modern distance education. During the vigorous development, distance higher education has achieved some splendid achievements. However, as a new and special educational form, the problems of the quality of distance higher education have become more and more serious. To establish healthy guarantee system, and to take practical and feasible measures to carry out the system, are the basic need for the criterion and healthy development of distance higher education. This paper tries to via scientific investigation to survey the scientificalness and the integrality of the quality of existing distance higher education. Firstly, starting form the macroscopically policy, we analyze and conclude the content and stages of the guarantee system for the quality of existing distance higher education. And according to this, selecting Southwest University and learning center built by and outside Southwest University as reference cases, we review the gap between the establishment and the implement of the policy deeply on the spot, discuss the ensure function of system for the quality of distance higher education, and form the view of policy to analyze the advantage and disadvantage of system, finally, put forward policy suggestion.The investigation of this paper starts from experimental unit higher education, and the contents of the investigation for the quality of distance higher education include the following five aspects: the establishment, access and exit mechanism of the guideline; educational order; support system for education; educational monitoring and educational supervising. Through surveying ,we find that standardize system has significant effect on improving the quality of distance higher education, and the quality ensure system is paid more attention and become more perfect, through together efforts from all levels of institution. However, because of several causes, there is a gap between the current quality of distance higher education and what the system required. From the view of policy, the main problems faced by modern distance higher education are: parts of policy content is invalid, lack of policy resources investment, and lack of implement force of system. Aim at the problems, penman considers that in order to improve the quality of distance higher education, we must make great efforts from the following three aspects: emending form the system text to improve system, increasing the investment of policy resources, and pay attention to the implement and monitor for system. The specific is: increase the manipulation and rationality of the content for system; increase fund devotion, and build public service system vigorously; improve the property right system of the distance higher education, and encourage social forces to engage in running a school; foster quality attestation organization, and make the ward system to distance education perfect; erect quality conception, and build system culture for the quality of distance education.
