Higher engineering education is the important part of the higher education . Its target is to foster the senior engineering technique talented person. To the development of the economy of our country , it rises the important decisive function. Higher engineering education is based on the thought of "practice". The talented person whom it trained must face the engineering practice, but that exactly is the main lack of the engineering technique education in our country. Facing the need of engineering talented person of 21 centuries' modern engineering, how to foster a large quantity high talented engineering technical persons who can apply modern science theories and the technical means synthetically, understand the economy and management, and have the humanities and society knowledge , is realistic problem that college, especially the engineering college , need urgently to research and resolve. Currently, the engineering education of undergraduate course stage in our country, exist some aspects to reform and perfect , in the knowledge structure , course set, practical teaching , as well as , course contents, teaching method and teaching means. How to train the university students in the school environment to possess the ability of adapting, the society and the future work , is always a hard nut in educational reform.This article does the first step on some problem the reform of higher engineering education involved. At first, from analysis the international and national situation our country facing, the article clarify the background and the great significance of higher engineering education reform, to show the inevitability and necessity of the reform .Secondly, present conditions and future tendency of international and national higher engineering education are talked .Thirdly, according to some main problems in the model of talented fostering of higher engineering education and certain guiding ideology, the article tried to study and discuss the model and the target of higher engineering talented person.
